WHITE PAPER Strategy for the development of land relations in Ukraine

The document covers almost all aspects of land reform – including the quality and availability of cadastral data, improving integrity and interoperability of registers, protecting environmentally sensitive lands, land relations monitoring, launching the State Agrarian Register, improving farmers’ access to credit and enhancing local communities ability to manage land efficiently and transparently. The strategy aims to establish a transparent and efficient land market, create favorable conditions for small farmers to access credit resources, and provide communities with resources and tools for development through effective and sustainable land management. The strategy also addresses such an important topic as communication with the public. It ends with a chapter to track progress with roadmap implementation.

The Paper was developed under the leadership of the Ministry of Agrarian Policy and Food and the Ministry of Economic Development and drafted with support from experts of the Kyiv School of Economics and with the assistance of the Project “Supporting Transparent Land Governance in Ukraine”, funded by the European Union and implemented by the World Bank.
